If the Apps from the App Store have a greyed out "Get" button, it is due to being on a Managed Apple ID account (example@oregoncharter.org).
Managed Apple ID's block the ability to download apps or start subscriptions, unless they are deployed individually. To keep the device managed but allow app store applications to be installed, there is a simple workaround.
Go to System Settings -> Media & Purchases -> Sign Out
After signing out, open the App Store application. At the bottom left click Sign-In.
Sign in with any personal Apple ID (example@gmail.com). If you don't have a personal Apple account made, you can create one here: https://account.apple.com/account
This will keep the device logged into your Managed Apple ID, but media and purchases can be managed using a personal account to install applications (free or paid). The "Get" button will now appear blue, re-enabling the feature to install applications.
